NC MTSS is a multi-tiered framework that supports school improvement through the use of engaging, research-based academic and behavioral practices. It employs a systems approach that uses data-driven problem-solving to maximize growth for all students.

The vision of the North Carolina Department of Public Instruction is that every pre-K–12 education system in the state will implement and sustain a multi-tiered system of support.

 

MTSS (Multi-Tiered System of Supports) is a way schools organize instruction and support so that every child gets what they need to be successful. It has three levels, or “tiers,” of support:

  • Tier I (Core Instruction): This refers to the instruction and support that all students receive daily in the classroom.
     
  • Tier II (Supplemental): Some students, based on data,  may need a little extra help. These students get additional instruction and support, often in small groups.
     
  • Tier III (Intensive): A small number of students, based on data, may require more intensive support to succeed. These students receive extra help in small groups or one-on-one settings.
     

The goal of MTSS is to ensure that every child receives the right level of support at the right time.
