2024-2029 Strategic Plan

A Message from Interim Superintendent Dr. Stuart Blount

Dear Stakeholder,

HHS Students at Graduation Class of 2025

As your Interim Superintendent, it is an honor to share with you the continued progress of OUR Strategic Plan, the Craven Commitment, as we enter its second year of deployment. I emphasize the word OUR because this plan reflects the voices and dedication of educators, administrators, parents, students, and community members who worked together to shape a shared vision for Craven County Schools.

This past year, the results of the 2024–2025 School Performance Outcomes affirmed both the hard work of our schools and the importance of having a clear direction. With 13 schools meeting or exceeding growth, an increased graduation rate of 81.5%, and several of our previously low-performing schools showing improvement, we see the positive impact of aligning our efforts to the strategies outlined in this plan.

Just like a compass, our strategic plan continues to guide us toward our destination: ensuring that each and every student thrives academically. The plan’s key focus areas, goals, and performance indicators provide the framework for measuring progress and holding ourselves accountable to continuous improvement. At the core, our district values remain the foundation, a reminder of what we stand for as a school system committed to excellence and equity.

We know true success is not defined solely by a letter grade. It is seen in how our students grow, in how they are prepared for the future, and in the opportunities they have to achieve their fullest potential. That is why we will continue to strengthen our work around teaching and learning, leadership, student support, and family and community engagement.

Parental and community engagement remain cornerstones of this effort. Together, we can ensure our students not only excel in the classroom but also have the resources and relationships they need to thrive in life. We are committed to creating safe, inclusive, and nurturing environments where each and every student feels valued and supported.

As we begin the second semester of the 2025–2026 school year, I want to thank you for your continued partnership. Your involvement is vital as we move forward in the next phase of this strategic plan. Together, we will build on our momentum, address challenges with determination, and keep our focus on creating the best possible future for all students of Craven County Schools.

Sincerely,
Dr. Stuart Blount
