Hello and Welcome to My Special Populations Coordinator Webpage!
My name is Rosalyn Dunn and I am the Special Populations Coordinator (SPC) for the middle and high schools of the Craven County School District. I have served in this role for more than 17 years, and I find the job to be very rewarding and gratifying. As an SPC, my primary role is to ensure individuals identified as special populations receive adequate services: Equal access to course enrollment and recruitment; services for monitoring and tracking of academic progress; career guidance; and job training. These services are essential to the successful participation and completion of disabled and disadvantaged students who enroll into the career and technical education programs. Joint collaborations with Career and Technical Education teachers, community partners, and other support staff members (in addition to ensuring the best teaching practices are delivered in the classrooms) students will be better equipped to make realistic career choices. Students will also expand their knowledge-base, improve technical skills, and discover a career and possible passion for learning that leads to meaningful employment.

What does the term “special populations” mean?
Special Populations is a term that refers to:
- Individuals with disabilities;
- Individuals from economically disadvantaged families, including low-income youth and adults;
- Individuals with other barriers to educational achievement, including individuals with limited English proficiency;
- Homeless individuals;
- Youth who are in, or have aged out of the foster care system;
- Youth with a parent who is a member of the armed forces and is on active duty;
- Individuals preparing for nontraditional fields;
- Out of workforce individuals; and
- Single parents, including single pregnant women
In general, special populations in education are students with needs that require special consideration and attention in an educational setting.
What are some of the services that the Special Populations Coordinator provides?
- Ensure special populations students will be served in all CTE program areas regardless of race, gender, sex, religion, and/or disability.
- Identify students considered special populations each semester who are taking Career and Technical Education (CTE) courses and provide support to those CTE teachers with possible teaching strategies.
- Assist special populations students on developing, implementing, and monitoring of their career goals.
- Monitor grades and attendance of all identified students, in an effort to evaluate types of services needed.
- Plan and monitor appropriate course selections to include challenging, yet appropriate coursework.
- Provide career counseling and guidance.
- Facilitate career development activities to assist students in making realistic career choices.
- Coordinate services throughout the student’s high school experiences to ensure compliance in meeting their individualized education plan (IEP), 504, or limited English proficient (LEP) goals.
- Network with like-minded educators who are committed to providing the best education and career training opportunities to these students.
What are some positive outcomes for special populations students who enroll in Career Technical Education programs?
- Students will receive tech-based and career-oriented skills.
- Students will engage in courses that offer challenging academic course work, technical training, and employability skills needed to succeed in postsecondary education and/or in-demand careers.
- Students will be able to make a connection between their academic coursework and their career goals.
- Students will be provided with opportunities for cultural growth and personal development.
- Students will learn to build self-confidence and a sense of self-worth.
- Students will be provided with experiences that are not typically available to students with disabilities.
- Students will learn about the world of work and the employment skills needed to be successful in the workplace.
- Students will have the opportunity to sharpen skills learned in their career and technical education classes.
- Students will experience work-related activities that assist them in their planning for postsecondary opportunities.
- Students will be prepared for gainful employment.
